The Challenge: |
| Procuring and managing the
resources of a contingent workforce is challenging due to the interactive,
dynamic, unique, and extensible nature of the resources at issue in the human
capital marketplace – people. These
challenges are exacerbated by labor, tax, and corporate liability concerns and
the magnitudes of dollars and information at issue. Industry analysts and the U.S. Government estimate that more than
50% of corporate purchasing dollars are spent on outsourced services, and
Delphi Group reports that over 60% of invoices are thought to be inaccurate,
with overbilling estimated at 3-5%.
Even in highly organized operations, the collaboration required to
procure and manage contingent workforce human capital is very significant. McKinsey & Company has estimated, for
example, that interaction costs represent 35% of total corporate costs. The challenges are fairly evident to the
staffing vendors, enterprises, workers, and investors in this market, and they
are looking for solutions.

Different Model, Different Product: |
| WorkCard understands the value chain in human capital procurement and management – our
management team comprises experts with decades of success in staffing,
enterprise HR, and enterprise/web technology. We understand that our technology and service core competencies are
complementary to, not a replacement for, those of the staffing vendors,
enterprises, associates, consultants, and independent contractors interacting
in the marketplace. We also understand
the thin margins at issue in this industry, and the requirement that ROI be
demonstrably evident. With these and
other factors in mind, WorkCard’s WorkCardASPTM platform was created to
encourage efficient collaborative commerce with real value add for all
parties. It works, and our customers
are helping us distribute it at a rapid pace through staffing and enterprise

| Flexibility and Configurability: |
| A key piece of the WorkCardASP
administrative toolkit is a robust web-based Configuration Wizard which enables
high-level users to control access privileges to confidential information and
reports, custom-configure the workflow of requisitions and approvals, populate
dropdown menus, and control email and homepage notification flow, among other
things.

| Contract and Compliance: |
| Using configurable software flags, WorkCardASP
enables users to monitor contract compliance efficiently by flagging
out-of-contract terms, such as bill rates which exceed contract maximums, with
uniquely-colored fonts in the user interface.

| Notification: |
| WorkCardASP gives users the option of email
notification via their selected inbox (ie, Microsoft Outlook, etc), action item
notification using the user’s unique homepage and action item box, or
both. Many WorkCardASP users prefer the
simplicity of the action item inbox as opposed to a constantly-full email inbox,
while others use the configurability to receive email notification only for
certain issues and have the remainder directed to their homepage action item
box.

| Reporting Tools: |
| WorkCardASP’s easy-to-use reporting tools deliver a
wide-range of reports, over 100 of them, in the form of interactive, downloadable
web pages to individual users based on their access privileges, as configured
using the Configuration Wizard. Reports
can be generated quickly for tracking variables such as usage/headcount
activity, monitoring various metrics on a daily/weekly/monthly/annual basis,
and facilitating reconciliation of invoices.
Report results may be downloaded in comma-delimited format for quick
storage or easy import into other applications.

| Architecture: |
| The server-side of WorkCardASP is
based on Microsoft DNA technology with an Oracle 9i database. On the user side, a
Web browser is all that’s necessary for accessing the application anytime.
No plug-ins, applications or third-party
client software packages are required. An absence of ActiveX or Java applets
allows the application to work through corporate firewalls.

| Security: |
| WorkCardASP is available with or without secure SSL
128-bit encryption. Users logging in
with Internet Explorer version 5.5 or newer can use the SSL-enhanced access to
protect their information as it passes through the Internet.

| WorkCard’s implementation and support teams
are staffed with experts having years of experience in software support and
facilitation of sophisticated business process outsourcing (BPO)
relationships. Equipped with robust
automated bulk-data-loading technology for mapping legacy information to the
WorkCard database, implementation and support teams are able to get clients
completely up and running within weeks.
Support teams are also available to help with request-for-proposal (RFP)
responses and sales presentations, and every client has access to a help desk
for technology and software questions.

| Functional Highlights for the Enterprise: |
| You can have confidence that you’re only
paying for approved time, because the application can be configured to only
route appropriately approved time given the configured approval chain, and
approved time will be associated only with approved work orders or
requisitions. Billing errors will be
minimized because everything’s automatically generated – depending upon the
configuration of the approval chain, you can prevent any manual entry or
calculation. Reporting is self-service
and available anytime, anywhere, depending upon the access privileges
appropriated in the Configuration Wizard. Using pre-approved templates, requisitions can be approved and
distributed in a matter of mouse clicks. Collaboration with multiple vendors is easy – everyone’s on the same
web-based platform.

| Functional Highlights for the Staffing Vendor: |
| Unlike other services procurement platforms
which aim to marginalize staffing relationships, WorkCardASP is designed with
WorkCard’s belief that technology providers and staffing vendors have different
core competencies, and that the vendor-on-premise (VOP) or master services
provider (MSP) will remain a valuable outsourcing services hub for many
enterprises. WorkCardASP’s workflow is designed
to accommodate workflow involving VOP, MSP, and other multi-vendor
relationships. In addition to
addressing issues of co-employment, WorkCardASP has been designed to facilitate
efficient consolidated billing, review and management of candidate submittals,
proxy time entry on behalf of associates, proxy approval on behalf of absent
approvers, quick group-time-sheeting with templates, and hiatus term
monitoring. Sub-vendors have their own
views showing their contracted rates so they can easily be aware of what they
will be paid. Paying associates accurately
and on-time can be made easy – and you can have your associates logging onto
the web to check the status of timesheet submittals and other items rather than
calling you.

| Collaborative technology delivered via the web
is the new best-in-class solution for procurement, but without systems
integration, some organizations may be unable to capitalize on all of the
available efficiencies. WorkCard’s
engineering team has extensive experience working with ERP, financial, front
office, and other systems in the Fortune 1000 setting, and also in the small
enterprise or vendor setting. We
provide tools appropriate for the job at hand:
from high-speed XML adaptors to secure FTP batch file exchange – we can
make sure your systems work together with WorkCardASP to reap all of the available
